The Tender Department serves as the organization’s primary arm for project participation. A fundamental necessity for awarding projects to contractors is creating a competitive environment and ensuring the economic justification of the proposed plan. To achieve this, clients typically conduct tenders through public calls or limited tenders, in accordance with tender regulations, to identify the optimal choice from both technical and commercial perspectives. The standard tender process involves the initial review and evaluation of relevant documents by the Tender Department. Subsequently, within the timeframe specified by the Tender Committee, the necessary project-specific documents are prepared and submitted. Each proposal consists of two distinct sections:

  1. Technical Section: Includes company information and client-requested qualitative details.
  2. Commercial Proposal: Contains documentation related to pricing (quantitative details).

Ultimately, the tender is awarded to the company that offers the lowest price and achieves the highest technical score.

 

The Tender Department’s core responsibility is to align actual project costs with the estimated costs declared in a tender. Through meticulous analysis of initial data during the tendering process and the proposed price, it becomes possible to compare declared costs with the actual costs of execution. The primary objective of this process is to identify and analyze unforeseen expenses.

Furthermore, the Tender Department actively pursues strong and effective participation in international tenders and is committed to conducting efficient internal organizational tenders.
